ARVC has 24 partnering states—AK, AL, AZ, CO, CT, FL, IA, IL, IN, KS, LA, MA, MD, ME, MI, MO, NJ, NC, OH, PA, SC, SD, TN, and WI. If your park is in Louisiana, New Jersey or Wisconsin, you can choose to be a member of just the state association, just ARVC, or both. In all other partnering states, you will pay your state association’s membership fees, which includes the ARVC fees of $144 plus $1.33* per site (511+ sites = $823 flat fee). Performing rights organizations, known as PROs, collect licensing fees, and, in turn, pay royalties to the songwriter, publisher or performer of that music. There are three major music licensing companies: ASCAP, BMI and SESAC. If you play copyrighted music at your park without a license from these organizations, you could be liable for damages set by federal copyright law that can range from $750 to $30,000. If a jury finds the infringement was “willful,” the damages assessed could run as high as $150,000 per song plus legal costs—a potentially business-ending event. A benefit of being an ARVC member is an up to 45% discount on regular ASCAP, BMI and SESAC rates, because we have already negotiated with the three companies to provide our members with the best rates possible.
So, for example, for a 100-site park to be completely covered for a full calendar year, the regular price for all three licenses would cost $1,815, but with the ARVC discount, the park owner pays only $1,112 (a savings of 39%). The license covers copyrighted music played, or performed, for the public. That includes digital music services, Muzak, satellite radio and TV, cable, on hold music, DJs, live performers, karaoke and even your personal CDs. A license gives you legal authorization to play copyrighted music for the public and protects you from the financial penalties of copyright infringement. With the ARVC music license, you are placed on a no contact list so you do not experience continuous harassment from the PROs throughout the year.

While ARVC does not generally provide legal advice, we do provide guidance and support on a variety of issues— most commonly municipal and county planning & zoning issues. The ARVC public affairs department monitors all industry-related state and federal legislative and regulatory issues daily and posts a detailed report Monday through Friday on arvc.org for members to access and read bill summaries, committee actions and hearing notices. Each daily report provides actionable intelligence ARVC members can’t access anywhere else.

LARVC successfully provided public comment to the Department of Housing and Urban Development (HUD) to rescind their interpretative rule which included the square footage of porches on PMRV’s, which would have rendered 65% of PMRV’s unrentable because they would no longer meet the manufacturing standards of an RV or manufactured housing. ARVC maintains committee members on both the NFPA 1194–Standard for RV Parks and Campgrounds as well as the National Electric Code (NEC) Panel. As a result of ARVC representation, we were successful in removing a proposal for requiring two ground rods at each electric pedestal, saving every RV park & campground in the US about $100 per site. Through ARVC’s direct efforts we got the state fire marshal in Alaska to remove a requirement for sprinklers to be installed in PMRV’s, which could have set a dangerous precedent for the lower 48 contiguous states. ARVC assisted in coauthoring and passing a bill in the state of Missouri regarding guest ejection and removal by defining the relationship as “transient guest relationship” and not a “landlord/tenant relationship”, removing the civil court process for ejecting a guest. In March, ARVC provided oral and written testimony before the NH House Judiciary Committee on a bill limiting the liability of a campground owner on issues of inherent risks of camping. ARVC has also provided assistance at the local level. For example, in Sawyer County, WI, we successfully fought back efforts to prohibit PMRV’s on campgrounds.
In an average year, the ARVC public affairs and advocacy department reviews more than 10,000 legislative items affecting the RV parks and campgrounds industry at the local, state and national level, spending more than 3,000 hours and upwards of $250,000 advocating for the industry.
